The American Chamber of Commerce Research Association (ACCRA) Cost of Living Index measures differences between areas in the cost of consumer goods and services, excluding taxes and non-consumer expenditures. Vancouver's cost of living (95.5) is below the national average (100) and among the lowest on the West Coast in 2008.
