The JIAC grants were a partnership between the U.S. Department of Commerce's Economic Development Administration, U.S. Department of Labor's Employment and Training Administration, and the U.S. Small Business Administration in both cases, and with the Innovations in Advanced Materials and Metals grant it also includes the U.S. Department of Commerce's National Institute of Standards and Technology and the U.S. Department of Energy.
JIAC Innovations in Advanced Materials and Metals
In October 2013, the Greater Portland region was awarded $2,192,000 in federal funds to accelerate innovation in the advanced materials and metals industries. The Greater Portland region is one of ten MSA’s in the U.S. awarded a total of $20 million based on a national grant competition called the Advanced Manufacturing Jobs Innovation and Accelerator Challenge (JIAC). The grant begun in 2013 and ended in 2015.
The Innovations in Advanced Materials and Metals (IAM2 Project) focuses on supporting advanced manufacturers that specialize in metals, machinery, computer and electronics, plastics, composites, polymers, and other advanced materials.
Funds will primarily be used to cover the costs of third-party consulting and training. With the exception of hiring incentives to cover on-the-job training, grant funds will not be awarded directly to companies, nor can they be used to fund payroll, employee benefits, or capital assets.

JIAC Clean Tech Advance Initiative
The Greater Portland region was awarded in October 2011 $2,150,000 in federal funds to accelerate innovation in clean technologies for the next three years. The Clean Tech Advance Initiative is a bi-state partnership of more than 20 organizations under the leadership of Greater Portland Inc to support innovation and job creation in the Clean Tech and Advanced Manufacturing Industry Clusters.
